Luanda - The Executive's National Institutional Communication Plan (PNCIE 2024-2027), considered on Friday by the Council of Ministers, aims to win markets and financing resources oriented towards economic diplomacy.
The 8th session of the Council of Ministers considered the Draft Presidential Decree approving the National Plan for Institutional Communication of the Executive (PNCIE 2024-2027), a strategic instrument to support the management of public affairs, which aims to implement a set of tasks, actions, tactics of political communication and strategic communication.
The strategy also aims to strengthen Angola's position in the international and regional context, as well as to promote the defense of the image and good reputation of the State's superior interests.
Also in the field of information and communication technologies, the Presidential Decree revising and updating the White Paper on Information and Communication Technologies (ICT 2023-2027) was considered, with a view to bringing it into line with the Constitution and the law.
It also aims to align it with the priorities defined within the scope of the Good Governance Policy, State reform and modernization of Public Administration, established in the National Development Plan '2023-2027'.
According to the ICT White Paper 2023-2027, the vision and strategy of communication is directed towards the continued development of telecommunications and information technology infrastructures.
These elements, according to the final communiqué of the meeting, are fundamental to stimulate and support the process of diversification of the economy and acceleration for digital transformation, as a basic principle for the modernization of the Information and Knowledge Society towards an Intelligent Society, as well as for the insertion of the country in the co-leadership of ICT in the SADC region, important to ensure the country's inclusion in the free trade area of the region and the continent.
The ICT White Paper 2023-2027 fits into the hierarchy of planning, policy and strategy instruments for the promotion of the country's socio-economic development from the perspective of ICT, growth and development of the digital economy, job creation, promotion of public-private partnerships.
The instrument is influenced by a set of international commitments, the scope of which in terms of development requires their integration into the sector's planning mechanisms.
Non-Profit Organizations
The Council of Ministers, considering the importance of Non-Profit Organizations operating in Angola, as partners of the Angolan State in the preparation and implementation of community development projects, appreciated the Presidential Decree that creates the Institute for the Supervision of Community Activities, as well as its Organic Statute.
The public institute will be in charge of monitoring, supervising and evaluating the programs implemented by these organizations, aiming to comply with the recommendations of the Financial Action Task Force (FATF), in the context of preventing and combating money laundering, terrorist financing and the proliferation of weapons of mass destruction.
