Luanda - The deputies of the National Assembly approved this Thursday, in generality, the Proposed Basic Law of Public Service, which consecrates matters related to the mission, objectives and principles, which have the power to conduct the action of public servants.
The diploma approved unanimously in the seventh ordinary plenary meeting, reintroduces the nomination as the rule for admission to the Civil Service, reduces the trial period from five to one year, as well as prohibits trial probation through contracts.
According to the Minister of Public Administration, Labour and Social Security, Teresa Dias, the proposal introduces the figure of the public work contract as an exception regime to be used only in extraordinary situations to meet transitory or punctual needs.
According to the government official, the diploma prohibits the administrative transition of contracted staff to the definitive staff and eliminates the maximum age of 35.
The extension of the deadline for expiry of the public employment contract to 24 months, ending, without any formality, the processing of salaries and other financial or patrimonial benefits at the State's expense, is another of the diploma's objectives.
