Luanda - The National Assembly MPs are due to discuss and approve in general, on the 23rd this month, the Draft Law on the Independent Regulatory Authority for Electricity Services and Water Supply and Wastewater Sanitation.
The decision was taken on Monday during the parliamentary groups' leaders conference, which served to approve the agenda of the 6th ordinary plenary meeting of the fifth legislative session of the National Assembly's 4th Legislature.
According to the agenda, parliamentarians will also discuss, in general terms, the proposal amending the law on the exercise of television activity, as well as the draft law authorising the President of the Republic to legislate, as holder of the Executive Power, on the legal framework of the general population and housing census.
At the plenary session, the authorisation for the President of the Republic to legislate on changes to the tax regime of the Angola LNG project and the definition of the regime applicable to public funds and the inclusion of those created by law, to the restructuring programme, will also be submitted to the deputies.
At the same session, the draft laws approving the legal regime of extra-contractual liability of public authorities and holders of their organs, officials and public agents, as well as the law amending the industrial tax, will be voted in their entirety.
Position of parliamentary leaders
Regarding the plenary agenda, the president of MPLA's parliamentary group, Virgílio de Fontes Pereira, highlighted the Executive's concern in improving the legal regime of some sectors of the social area.
He mentioned the issue of the general population and housing census, aiming at improving its regime, and the creation of an independent entity that deals with matters linked to basic sanitation.
According to the parliamentary leader, another novelty is related to the improvement of the legal regime of the television service, where issues related to the public television service may be discussed.
Meanwhile, UNITA took the opportunity to draw attention to the non-scheduling of the bill on the right of assembly and demonstration, an initiative of its parliamentary group.
According to the vice president of UNITA's parliamentary group, Mihaela Weba, this bill was submitted to the National Assembly to conform the current law to the Constitution of the Republic.
The president of the CASA-CE parliamentary group, Alexandre Sebastião André, said the political declarations of the various groups will be important for this plenary, due to their concerns and projections for the country.
For the representative of the Social Renewal Party, Benedito Daniel, the agenda has two extremely important points, both for politicians and for society in general, emphasizing the proposed law on the independent regulatory authority for electricity and water supply and sewage services, as well as the proposal to amend the law on the exercise of television activity.
In his opinion, the first diploma, when approved, will facilitate the action of the Government in dealing with issues related to the supply of electricity, drinking water and waste water treatment.
Regarding the public television service, according to the parliamentarian, it will regulate the space to give to each political party.
