Domestic market challenged to finance public debt in 2025

Luanda - The Angolan government intends to continue relying on the domestic market to finance its national currency debt service, which is set at 14 trillion kwanzas (14 billion US dollars) for the fiscal year 2025, the director of the Public Debt Management Unit, Dorivaldo Teixeira, said Monday in Luanda.

Speaking to the press after the presentation of the Annual Debt Plan (PAE) 2025, the manager said that in recent years the government has increasingly stimulated the domestic market so that the country's debt can be financed more in local currency, creating conditions to reduce the pressure of foreign currency financing.

According to Dorivaldo Teixeira, between 2023 and 2024, the country has demonstrated its ability to mobilize resources in certain circumstances, a fact that motivates stimulating the financing of the domestic market.

He pointed out that in 2023, Angola regained access to the capital markets after two years, issuing a Eurobond of USD 1.75 billion, along with a debt management of USD 636 million.

During this period, the country managed to secure loans with low interest rates and long repayment periods, he stressed.

The Annual Debt Plan strategy, he explained, favors the contracting of instruments that contribute to the active management of liabilities, promotes the reduction of bonds indexed to the exchange rate and improves the maturity profile of public debt.

The presentation of the Annual Debt Plan 2025 (PAE) was led by the Minister of Finance, Vera Daves de Sousa, who announced that the debt service of the Angolan State for the financial year 2025 is set at 57.4 trillion kwanzas (58.61 billion dollars), which represents 63% of the Gross Domestic Product (GDP).
