Luanda - The newly appointed Luanda governor, Manuel Homem, said he intends to restructure the provincial governance model, with main focus on decentralisation of decision making.
The governor, who was speaking at the ceremony of taking over from the previous incumbent on Tuesday, underscored the importance of rethinking the model of Luanda public services provision to guarantee more autonomy to municipalities and districts, so that they can solve local needs of citizens.
Manuel Homem appealed to local administrators to be guided by the presentation of a quality service, refraining from promises and elaborated speeches that sell unrealizable dreams.
"The decisions of the problems will not be taken in the comfort of the offices, but on the contrary, they will be taken after going to the field and listening to the people, understanding the reality and the main concerns", the governor emphasised.
He also invited all citizens, Luanda-based companies and organizations to collaborate in solving problems related to public security, electric power, basic sanitation, health, education, and the creation of leisure, culture, and sports facilities.
Appointed by the President of the Republic, João Lourenço, the new governor of the capital, Manuel Gomes da Conceição Homem, is the 24th governor of Luanda, replacing Ana Paula Chantre Luna de Carvalho, who led the province in 2021 and 2022.
