Luanda – The MPLA parliamentary Group highlighted, in Luanda, that the 2022 General State Account provides transparent, necessary and sufficient information allowing public consultation and is free from constraints.
According to the vice-president of the MPLA's Parliamentary Group, Vigílio Tyova, at the VII Extraordinary Plenary Session of the National Assembly (AN), the document has "undoubtedly substantial improvements in terms of methodology and technical quality".
The General State Account comprises the accounts of all bodies of Central and Local State Administration and Services, Public Institutes and Autonomous Funds, as well as Social Security and Sovereignty Bodies.
For the parliamentarian, when he read the MPLA Political Declaration in the session, transparency and improvements can be found in the opinion of the Court of Auditors.
He recalled that the 2022 General State Budget foreseen revenues and expenses in the order of 18.745.498.200.030,00 Kwanzas (US$21.224.777.792), registering an execution level of 19.664.429.065.300,00 Kwanzas (US$22.265.246.453), corresponding to 124% compared to the approved value.
According to Vigílio Tyova, the aforementioned year was special because the 5th general elections were held, which required greater effort from the State in mobilizing additional resources to finance the electoral campaigns of the political parties.
At the same time, he continued, it was challenging, as Angola significantly faced the consequences of the negative impact of Covid-19 and the volatility of the price of oil, the country's main export product.
Vigílio Tyova informed that the Angolan economy registered, in the same period, a 3% growth rate, a value above the same year's growth in 2021, which stood at 1.2%.
Public Investments
Regarding public investments, the MP highlighted the Integrated Plan for Intervention in Municipalities (PIIM), as it allowed the creation of 43,842 temporary jobs throughout the national territory.
He highlighted that it was one of the programs that made the most public investments to support the development and promote the autonomy of the 164 municipalities within the scope of the administrative decentralization of competences underway in the country.
He mentioned that within the scope of the 2022 General State Budget, other actions were carried out that are having an impact on the population's quality of life, with relevance to the completion of the António Agostinho Neto International Airport, repair and expansion of the old Luanda Sanatorium Hospital, openings of eight hemodialysis units in several urban centers.
He paid special attention to the education sector, with the construction of new schools and the arrival of new students and teachers.
Kwenda
Regarding Kwenda, an Angolan Executive program that aims to create policies to support the poorest and most vulnerable families in the country, he said that it registered and benefited more than 380k families.
He highlighted that the energy and water sector had, in 2022, significant results with the increase in the provincial electrification rate to 42% against the 33% seen in previous year (2021), as well as the increase in the degree of coverage of drinking water.
