Lubango – The administrator of Lubango, Lisender André, highlighted today, Thursday, in this city, the need to strengthen own resources, with a better organization of markets and street vending, in order to obtain more revenue for social projects in the municipality.
Lisender André, who was speaking at the end-of-year greeting ceremony of the Municipal Administration of Lubango (AML), added that revenue collection also involves further exploring the potential income resulting from advertising activities, the concession of land and other fees.
As a result of this concern, he stated that at the beginning of 2024 the intention is to definitively close the illegal informal markets of “João de Almeida” and “Joaquim Kapango”, the latter in the industrial zone, and their sellers will be transferred to those on the Nangombe and Capitão rivers.
The city manager declared that the need for such reinforcement arises from the budgetary shortage that the municipality had in the current year, which generated a negative impact, especially in the context of public investments.
He highlighted that based on its own resources, the city of Lubango administration has already started the construction of 13 classrooms, deviating from the conventional standard, as it is an experimental model, which does not jeopardize the decent accommodation and safety of students.
“We intend to replicate in 2024, as the social sector, with an emphasis on education, should continue to deserve our attention, to mitigate the still high numbers of children studying outdoors”, he continued
He also defended the need for greater rigor in the control and monitoring of public transport, mainly the operators' fleet and, in parallel to this, continue to develop actions to pave streets and install lighting.
Lisender André expressed the ongoing process of budgeting for medical centers and schools, with the municipal hospital already budgeted and processes underway for 12 centers and 128 primary schools, in order to relieve pressure on the budget of the municipal administration, as well how to ensure maintenance and safety in structures.
For 2024, the administrator announced the beginning of the process of urbanization and subdivision of the land reserve of the Arimba commune, to reduce the pressure on access to owning a home and as a way of promoting directed self-construction.
The General State Budget approved for Lubango in the current year was five billion 594 million 558 thousand 390 kwanzas, executed at 91.2%, equivalent to five billion 102 million 329 thousand 486 kwanzas for expenses with personnel, goods and services and capital expenditure.
For the Integrated Development Plan in Municipalities (PIIM), the project portfolio for the current year, execution was 54 million 472 and five kwanzas, of the global value of 310 million 068 thousand 257 kwanzas, corresponding to 17.57% completed, with four projects essentially linked to the construction of 36 classrooms yet to be completed.
In the Integrated Program for Local Development and Combating Poverty, 177 million 657 thousand 933 kwanzas were executed out of a possible 336 million, with 17 actions approved, of these seven completed, seven ongoing and three yet to start in programs linked to agriculture, livestock, fisheries and social promotion.
