Luanda - The Speaker of the National Assembly, Carolina Cerqueira, on Wednesday in Brazzaville, Republic of Congo, defended the need for parliamentary diplomacy to play a crucial role in promoting constructive dialogue at a political and institutional level.

The Angolan Speaker made the statement during the debate on the situation in the east of the Democratic Republic of Congo (DRC), within the framework of the 16th Conference of Presidents of the Assembly and the African Region Section of the Association of Parliaments of the la Francophonie.

 According to the Speaker the objective is to secure peace and the protection of the populations affected by the conflict in the DRC, adding that discussion should also include the contribution of the parliamentary diplomacy to help promote a negotiated solution, which favors a climate of peace and understanding between the parties involved in the conflict.

The politician drew attention to the worrying crisis that the East of the DRC is experiencing from the humanitarian, food, social, environmental and population security points of view, underlining that the number of victims and displaced populations has reached more than 10 million people subject to permanent violation and abuse of their fundamental rights, through heinous crimes, particularly sexual crimes against children and defenseless women.

Carolina Cerqueira said Angola continues to undertake efforts towards peace in the region, with the President of the Republic, João Lourenço, playing an important role as a mediator in the peace process in the Great Lakes Region, supporting the initiatives of the AU and the United Nations to re-establish stability, security and effective peace in the region.

She reported that the President of Togo, Faure Gnassingbé, is the mediator appointed by the AU to lead the negotiation process and his trip to Luanda to meet with the Angolan Head of State reinforces Angola's commitment to continue contributing to the search for peace in the DRC conflict, which affects not only that neighboring country, but the entire region.

Carolina Cerqueira emphasized the need to create conditions for effective and definitive peace based on trust and reparation for the traumas caused by the armed conflict, leaving differences in the past, and developing efforts towards peace, respecting the norms of international humanitarian law and peaceful coexistence between Nations.

The Angolan parliamentary delegation is made up of MPs Alcides Sakala, Elizandra Wassuca, Bernardo Milonga and the Secretary-General, Pedro Agostinho de Neri.

The issues affecting the French-speaking world are being analyzed, highlighting best parliamentary practices and adopting the APF Africa region's roadmap for the period 2025-2026.

Interparliamentary cooperation is also on the agenda of the discussions, with an emphasis on the exchange of experiences and the strengthening of ties between the member sections, as well as the political situation prevailing in the Francophone countries of Africa, and the state of play of political transitions (Burkina Faso, Gabon, Guinea and Mali).

The Francophone African parliamentarians will also address economic and social issues, including sustainable development, social inclusion and education.

The Brazzaville conference is an opportunity to prepare for the APF plenary meeting next July, validating the main guidelines that will be submitted to the member sections. ART/AMP
