Luanda – The Ministry of Telecommunications, Information Technologies and Social Communication (MINTTICS) has submitted to public consultation the draft laws on the Dissemination of Fake News over the Internet and Cybersecurity, which aim to strengthen the democratic state and national security.

The draft law on the dissemination of false information on the Internet aims to strengthen the democratic process by combating disinformation and fostering diversity of information in the virtual space in Angola.

The law aims to hold digital platforms accountable for their disinformation policies and increase transparency rates on paid content made available to the user, discourage the use of inauthentic accounts, as well as the use of inauthentic accounts to disseminate disinformation on web applications.

The draft cybersecurity law aims to ensure the creation of the Angolan State's capacity in terms of cybersecurity, through the implementation of a cyber-defense operational plan and provide it with the budgetary means indispensable for its implementation, as well as through the structuring of cyber-defense operational units, training their personnel and improving technological support, adapting it to the challenges and threats we face.

With this proposal to amend the Law on the Protection of Computer Networks and Systems, it is intended to make Angola a safe nation from a cyber point of view, without prejudice to the preservation of citizens' personal data.

The draft proposes to create and develop a legal, institutional and operational capacity that guarantees a safe and attractive environment in national cyberspace, ensuring a safe cyberspace, which fosters a culture of responsible cybersecurity among citizens and public and private institutions.

Creating a legal-legal and technical-operational framework aligned with the current challenges of cybersecurity, increasing the institutional, operational and legal-legal resilience of the Angolan State in the face of cyber threats, cyberattacks and cybercrime are also part of the objectives of the diploma.

The Legislative Package on Telecommunications, Information Technologies and Social Communication includes the Draft Presidential Decree approving the National Cybersecurity Strategy, which aims to maximize Angola's resilience in the fight against cybercrime, promote technological innovation, as well as generate and guarantee resources for the State.

The public consultation process began in March this year and will run until the 30th of this month, through the website https://consultapublica.minttics.gov.ao.MCN/DOJ
