Luanda – Deputies from the 1st Committee on Constitutional and Legal Affairs of the National Assembly (AN), on Wednesday in Luanda unanimously analyzed and voted on three amendment bills proposed by the National Union for the Total Independence of Angola (UNITA) parliamentary bench.

The draft-laws, which will be discussed in plenary session next week (21), are the General Joint Opinion Report on the Bill to Amend Law No. 36/11, of 21 December – Organic Law on Elections, approved with 49 votes in favour, zero against and no abstentions, the vote on the General Joint Opinion Report on the Bill to Amend Law No. 12/12, of 13 April – the Organic Law on the Organisation and Functioning of the National Electoral Commission (CNE) with 50 favorable votos, zero against and no abstentions.

The General Joint Opinion Report on the Bill to Amend the Law on the Official Voter Registration with 51 votes.

Speaking to the press, UNITA MP, Mihaela Webba said she expects that consensus would prevail in the Plenary and Special Sessions, so that the final vote would result in a document as consensual as possible.

“It is true that in a negotiation of this nature, not everything is won or lost”, she stated.

When asked about the inauguration of the chairman of the Electoral Commission (CNE) next week at the National Assembly, she disclosed that  a precautionary measure has been submitted to the Constitutional Court (TC) on the matter, arguing that, until this institution makes the decision, the parliament should not proceed with the inauguration.

Despite having been accepted by the Labor Committee, People's Movement for the Liberation of Angola (MPLA) MP, Jorge Dombolo stated that it makes no sense for these proposals to present the concept of UNITA initiative, since they only presented contributions for the review of laws proposed by the government.

In this context, he stressed that this is not related to the merit of the initiative, “but if there was initially a proposal from the government, what this political party is presenting are contributions for improvement”.

In the same session, other issues of an internal nature of the National Assembly were also addressed.
