Luanda - The Minister of State and Chief of Staff of the President of the Republic, Adão de Almeida, said Wednesday in Luanda that Angola needs a strong and interventionist Court of Auditors, capable of exercising its power of external control of public finances in the present and in the future.
Speaking at the opening of the 2nd Technical-Scientific Conference of the Court of Auditors, the minister spoke of the need for this body to continue to ensure that public resources are used correctly to achieve the desired good governance and consolidation of the democratic state based on the rule of law.
To this end, the minister underlined the need to strengthen the institutional role of the Court of Auditors, ensuring its independence by providing resources and staff that are increasingly capable of understanding the new dynamics.
Adão de Almeida also defended the adoption of new models of administrative action, using Artificial Intelligence (AI), to facilitate the provision of information and effective external control, always in line with the context in which they are applied.
According to the Minister of State, the social strength and credibility of institutions depend on their ability to adapt permanently, promoting the necessary changes in the way they are and act, so that they survive the community's assessment.
The minister highlighted that the Court of Auditors over the 23 years has been in operation, highlighting the transformation and permanent adaptation that has allowed it to rise to the challenges of each moment.
The two-day II Technical-Scientific Conference of the Court of Auditors is being attended by the president of the African Organization of Courts of Auditors and Similar Institutions (AFROSAI-E), Meisie Nkau, representatives of the supreme audit institutions of Portugal, Brazil, Mozambique, Cape Verde and São Tomé and Príncipe, as well as magistrates, academics, public managers and professional associations.
Running under the motto “Challenges for the external control of public finances: the role of supreme audit institutions in the future”, the event is addressing issues related to the relevance of the jurisdictional function of the courts of audit as a way of achieving justice, perspectives and new trends in the external control of public finances, the role of civil society in strengthening the control of public finances, among other subjects.
