Luanda - The Minister of State for the Social Area, Maria do Rosário Bragança, said on Wednesday, in Luanda, that good governance as a continuous process that requires the participation of the National Assembly and the Superior Courts, to guarantee separation and interdependence of functions.
According to her, these sovereign bodies play a fundamental role in controlling public accounts, supervising contracts and verifying the constitutionality of legal diplomas, complying with the Constitution and other laws.
The Minister of State was speaking at the national conference on good governance, promoted by the General Inspection of State Administration (IGAE), as part of the 50th anniversary of National Independence, to be celebrated on November 11th of this year.
“Good governance is a building that is built every day, with the collaboration of all parties involved,” she said.
The Minister of State also alluded to the central role of public administration in establishing relations between the various bodies of the Executive Branch and citizens.
In his view, interaction between these parties must be guided by ethical values, respect for the dignity of citizens, the elimination of unnecessary bureaucracy and the pursuit of the public interest.
She recalled that the Constitution of the Republic of Angola defends a public administration based on simplification, bringing services closer to the population and administrative decentralization.
On the other hand, the Minister of State emphasized the Executive's commitment to carrying out the main tasks of the State, having highlighted the programs aimed at the well-being of citizens.
She reiterated the Angolan Executive's commitment to implementing actions aimed at universal and free access to education, primary health, eradicating poverty and promoting gender equality.
Maria do Rosário Bragança spoke of investment in human capital, attracting foreign investment and promoting harmonious territorial growth as central actions on the government's agenda.
She stressed that as Angola approaches 50 years of independence, it becomes crucial to reflect on the solution mechanisms, political measures, practices and actions that allow the country to remain on the path of sustainable development, following the examples of other nations.
Along this path, he highlighted that despite the challenges, Angola has advanced in accordance with the aspirations that guide several nations on the continent, without losing sight of the importance of strategic planning.
“We must ensure that each step taken is aligned with the needs of inclusive and sustainable development”, she argued.
Maria Bragança also highlighted the National Development Plan (PDN) 2023-2027, currently being implemented, as one of the main medium-term planning instruments.
She highlighted that the PDN brings with it the positive results of the government's actions from 2017 to 2022, despite the multiple challenges to be overcome.
She cited programs such as Kwenda, which combats poverty through monetary transfers, and PIIM (Integrated Plan for Intervention in Municipalities), which make it possible to reduce the difficulties of families in vulnerable situations.
The governor highlighted the construction of schools, the improvement of transport and basic sanitation infrastructure and the promotion of sectors such as tourism, telecommunications and food security.
According to the Minister of State, since 2023, Angola has had a Long-Term Development Strategy “Angola 2050”, a strategic tool that guides the country in the pursuit of various objectives.
“Angola 2050” ensures the continuation of State reform, the restructuring of public administration to provide better services, the improvement of coordination between State bodies, public administration and citizens, among other objectives”, she highlighted.
The objective is to achieve the highest levels of satisfaction with public administration, implementing participatory and representative governance, capable of responding to the challenges of the 21st century.
The conference takes place until the 16th of this month, under the motto “preserving and valuing the achievements achieved, building a better future”, with the participation of deputies to the National Assembly, provincial governors, members of the diplomatic corps, administrators, among other entities.
It addresses topics such as governance challenges, technologies and risks for the State, ethics in democratic states and the rule of law, bidding, public policy challenges for good governance, among others.
The conference aims to promote debate on best governance practices and seek solutions to the challenges faced by public administration, with the intention of promoting the country's sustainable development. Chalk/OHA/DOJ
