Huambo – The residents of former FAPA building, in the city of Huambo, will be evacuated urgently, due to the advanced state of degradation, the vice-governor for Technical Services, Elmano Francisco informed today.
The immediate evacuation of the building, scheduled for the next five days, with the aim of saving human lives, is the result of a technical assessment carried out by the Angolan Engineering Laboratory (LEA), which indicates a very high rate of cracks, due to having suffered shocks from thunderous bombs during the armed conflict.
Speaking on Sunday to the provincial broadcasting Radio Nacional de Angola, the vice-governor highlighted the visual aspects, the health and hygiene conditions, the technical details and structural, as being the main factors for the urgent relocation of residents.
He explained that the evacuation process ends the exchange component, for the Fernando Faustino Muteka centrality, in the municipality of Caála, due to the state of advanced degradation, preserving the good life and guaranteeing decent living conditions.
The person in charge said that the building has three distinct groups of occupants, namely the tenants of the stores, the tenants of the apartments belonging to the National Housing Institute and those whose properties are sold by the State.
Faced with this situation, he added, meetings were held with the different groups of property occupants, at a time when the Government does not have stores to return to those alienated by the State, which is why they will also receive apartments.
He said that the owners of the apartments sold by the State will receive the houses in Centralidade Fernando Faustino Muteka, directly, that is, they will not have to pay anything more, as this is the restitution of a right that belongs to them, while the Tenants will continue to pay at the National Housing Institute.
Elmano Francisco said that there are eight stores and 121 families registered, which will result in a universe of 129 apartments in the Fernando Faustino Muteka centrality.
The official said that tests by teams from the Angolan Engineering Laboratory determined that the former FAPA building, built more than 50 years ago, with 10 floors, must be evacuated immediately, to avoid, in the coming days, a likely social accident. .
In the same perspective, he said, is the Angotel, with 70 families, although not with the characteristics that the former FAPA has, that is, in this building, according to a study it is possible to wait a little longer and find an ideal solution, in the next days.
He mentioned that, from the point of view of priority, critical aspect and the ultimate limit state of use of the buildings, the former FAPA building constitutes a proven problem, as the reports of the studies carried out concluded its immediate evacuation.
In addition to these, he highlighted, there is the Energy building, with 45 families, which should be the last to be evacuated, as everyone is aware of the existence of a Presidential Decree that determines the demolition of buildings throughout the country.
He said that the materialization of the Presidential Decree, which also determines the construction of housing, is the responsibility of the Ministry of Public Works, Urban Planning and Housing.
It is recalled that the President of the Republic, João Lourenço, authorized the demolition of nine buildings in the provinces of Bié, Cuanza Sul, Huambo and Luanda.
In Presidential Order nº 255/23, of October 25th, the demolition of the aforementioned buildings is justified due to the state of advanced degradation, preserving the good life and guaranteeing decent living conditions.
