Luanda – At least more than 117,000 jobs were created, throughout the country, by the Action Plan for the Promotion of Employability (PAPE), launched in October 2019, said this Monday, in Luanda, the general director of the National Institute of Employment and Professional Training (INEFOP), Manuel Mbangui.
According to the official, who was speaking at the sixth Briefing of the Ministry of Public Administration, Employment and Social Security (MAPTSS) with journalists, the jobs result from the conversion of self-employment through professional kits.
He said that the programme had a goal of 1500 internships, but 5,536 job posts were created at the national level in several areas.
Regarding distribution of professional kits, Manuel Mbangui said 32,508 equipment were distributed, when the target was 42,000.
The government created the PAPE as a mechanism to reduce unemployment, focusing on the youth.
The plan had as its target audience new graduates, unemployed, entrepreneurs, who need support to make their businesses viable, and young people who want to start their business activities.
The programme has additional support from strategic partners, namely the European Union through Revitalizing Technical Education and Professional Training (RETFOP) and the Embassy of the Kingdom of Norway through the United Nations Development Programme.
In the area of vocational training, the programme had as a goal to benefit 60,000 trainees in short and medium duration courses, but reached 70,234 trainees, equivalent to 117% of the goal.
“At this moment, we can say that the balance is positive and we are waiting for the new National Development Plan (PND) so that we can set goals to give continuity to PAPE”, said Manuel Bangui.
The director informed that the programme has granted 6,995 micro-credits, equivalent to 69.95% of the forecast.
Manuel Mbangui said that one of the great innovations of PAPE was to provide institutional support so that entrepreneurs can legalize their business without bureaucracy.
The official said that in this regard, 13,292 businesses were made official with registrations at the National Institute of Social Security (INSS), General Tax Administration (AGT) and authorization of the Municipal Administrations.
