Luanda - The proposal for the General State Budget (OGE) for 2025 responds to the wishes of the Public Administration, Labour and Social Security sector, as it includes several projects linked to the development of the sector, Minister Teresa Rodrigues Dias said Wednesday in Luanda.
Speaking during a meeting with members of the 5th Committee of the National Assembly, the minister said that the 2025 OGE includes, among other programmes, the construction of an Integrated Citizen Service (SIAC) in the urban district of Kilamba, in the municipality of Belas, as well as two professional technical training centres in Ramiros (Luanda) and in the city of Cuito (Bié).
With regard to the project to promote employability, Teresa Rodrigues Dias asked the MPs to allocate more funds for the development of employment centres, as well as the modernisation of some technical vocational training schools that need improvements and technical resources.
The Minister for the Environment, Ana Paula de Carvalho, said that the Executive plans to complete the landfill in Huambo province and the Environmental School in the urban district of Kilamba by 2025, as well as building a new waste recovery centre to serve the provinces of Luanda, Ícolo e Bengo and Bengo.
On the occasion, the minister called for the money allocated to the Iona National Park (Namibe) to be reallocated and for it to be shared 50 per cent with the Bicuar National Park (Huíla).
In turn, the Minister of Industry and Trade, Rui Miguêns, said that the 2025 economic year includes several challenges, such as strengthening the programme for the conversion of the informal economy, economic diversification through PRODESI and improving the project to facilitate international trade, with the implementation of the single foreign trade window.
Also among the sector's challenges, according to the government official, is the implementation of the Biópio development pole (Benguela), which should house industrial units that want to invest in that region of the country, as well as the completion of the innovation and technology centre.
During the meeting, MP João Mpilamosi Domingos welcomed the programmes presented in the 2025 State Budget, stressing that there is an alignment between the Ministry of Finance and the other ministerial departments, in favour of the country's development and improving the quality of life of the population.
OGE 2025
The OGE 2025 is valued at 34.63 billion kwanzas and represents an increase of 40.13 per cent compared to the OGE 2024.
The social component accounts for around 22 per cent of overall spending, with emphasis on the education, health, social protection, housing and community services sectors, all of which have seen their budget allocations grow by over 40 per cent when compared to the previous year's budget.
The focus on improving basic infrastructure is also visible in this budget proposal, with 18 per cent of expenditure allocated to public investment projects, with emphasis on the production and distribution of drinking water, electricity, the construction and maintenance of roads, educational and health establishments, ports, airports and the extension of railway lines.
Overall, it predicts GDP growth of 4.1 per cent, strongly driven by the non-oil sector, which is expected to grow by 5.1 per cent.
This development will be supported by the acceleration of domestic demand through the increase in salaries and current transfers that increase the purchasing power of families, by public investment which is expected to grow by 2.24% of GDP, by the continued improvement of the business environment and by the dynamisation of the business fabric in the most varied areas of the economy, boosted by support measures to protect national production.
The proposal expresses the new Political-Administrative Division, including resources so that the newly created provinces and municipalities can function normally from the beginning of 2025. Resources have also been considered for the celebration of the 50th anniversary of independence.
