Luanda - The Minister of State for Economic Coordination, José de Lima Massano, announced, Tuesday, that the National Employment Fund (FUNEA) will be a catalyst for the development of the economy and the generation of social prosperity for citizens.
Speaking at the official launch of the Angolan National Employment Fund (FUNEA), he reaffirmed the Executive's commitment to implementing several measures to accelerate the diversification of the economy and private investment, including the expansion of the market in the benefits of these measures. of work and employment opportunities.
The ongoing infrastructure construction program has also contributed to the creation of jobs and we have paid particular attention to the education system, with the aim of achieving alignment of the needs of the labor market with the education system.
He made it known that the Fund is the financial arm of the National Agenda for Employment and was created with the aim of guaranteeing financial resources for the promotion of employment, including for the insertion of recent graduates and unemployed citizens in the labor market, and to correct the constraints that still exist in this market.
More specifically, he continued, the Fund's financial resources will be used to create and support public and private projects and initiatives that generate employment, through financing or incentives for lost funds.
He added that work plays a fundamental role in people's lives and in society as a whole, because it not only provides a means of subsistence, but is also an occupation that gives people a purpose, being a source of personal and professional fulfillment that contributes for self-esteem and self-confidence.
He reiterated that within the scope of the National Employment Policy and Strategy and the National Development Plan 2023-2027, the Government recognizes that, with a growing population and dominated by an essentially young fringe, job creation is a permanent challenge that requires a multiplicity of options, so that social dividends can be materialized and maintained sustainably.
In the PDN, the Government aims to reduce unemployment, implementing specific actions that contribute to the development of practical skills for entry into the business world and a professional training system to support less qualified workers, particularly young people, who represent the largest percentage of citizens in unemployment conditions.
Regarding the National Agenda for Employment, he recalled that it establishes the guidelines for the coordinated action of the various actors, both public and private, in the field of promoting employment, with a view to reducing the unemployment rate in the national economy, with a view to filling the imbalance between demand and supply of labor and promote the improvement of the redistribution of national income and the reduction of regional asymmetries.
The National Agenda for Employment is the result of a consultation process, based on the diagnosis carried out on the situation and prospects for development of employment in Angola and received contributions systematized in recommendations from the participants, for which it was grateful for the contributions presented by the Confederation of Youth Associations, by political-partisan youth associations, as well as by associations representing workers and the business class, the Episcopal Conference of Angola and São Tomé (CEAST) and the Council of Christian Churches in Angola (CICA) which, as a whole, made it possible to define an Agenda realistic and inclusive.
Approved by the Economic Commission of the Council of Ministers in April 2023, the National Employment Fund of Angola (FUNEA) is an instrument that aims to guarantee the financial resources necessary to promote public and private initiatives that allow the insertion of recent graduates and unemployed people in the business market.
FUNEA aims to contribute to the promotion of employment, through the mitigation of distortions in the labor market, the granting of non-refundable incentives to young people who attend courses or professional training activities, financing of projects by entities of the National Professional Training System and Professional Technical Education, and the promotion of reimbursable financing for micro and small companies.
