Luanda - The Commission for Social Policy of the Council of Ministers reviewed on Monday in Luanda the proposed plan for inclusion and support for people with disabilities 2023-2027.
The plan includes programmes and actions to support people with disabilities, promoting their protection, better and greater social integration.
Data shows that in Angola there are 656,257 people with disabilities, which represents 2.5 per cent of the country's population.
Of this number, 365,547 are in urban areas and 290,710 in rural areas.
Presidential Decrees 237/11, of 30 August, on Policy for People with Disabilities, and 238/11, of 30 August, on the Strategy for the Protection of People with Disabilities and other legislation establish access for people with disabilities to primary, secondary and higher education, employment, exemption from paying motor vehicle tax, housing, scholarships, among other things.
Despite the existence of these laws, difficult access to the formal labour market and architectural barriers are the main difficulties faced by people with disabilities.
The commission´s meeting was chaired by the Minister of State for the Social Affairs, Dalva Ringote, so the committee also reviewed the draft diploma that establishes the rules for the specialized training process in the National Health Service, with the aim of enabling nursing graduates to exercise their profession autonomously and in a technically differentiated way, in a health area, by awarding them the corresponding specialist degree.
Regarding the higher education, this body analysed the presidential decrees aimed at creating five private higher education institutions to train staff at undergraduate and postgraduate level in various areas of knowledge, namely in the provinces of Luanda, Huambo, Cunene, Huíla and Kwanza Sul.
With these initiatives, the Government intends to continue to promote the fulfilment of training needs in higher education, taking into account the demand for access to training in this subsystem of education, as well as the implementation of the national policy to promote employment and enhance national human resources.
