Lobito - As part of the Social Income Transfer Programme (Kwenda), the Social Support Fund (FAS) has so far registered more than four million people in different situations of vulnerability in 89 municipalities across the country, said Tuesday in the centre-west Benguela Province, the director of FAS, Belarmino Jelembi.
The official was speaking during the presentation of the data of the Integrated Social Protection Information System and the implementation of the Kwenda programme in that city.
Kwenda is a government-initiated programme that aims to support families living in poverty and vulnerability.
According to the official, these families were identified during an expansion programme process given the characteristics of this operation with difficult access and limited infrastructures.
According to the official, these families were identified during a process of expanding the programme, given the characteristics of this operation, which is difficult to access and has very limited infrastructure.
The director emphasised that for the registration and payment process and the complaints management system, they had to move from one house to another.
"Our form has over a hundred indicators, so it's time-consuming and the authorities need this information to make decisions", he explained.
The official pointed out some of the constraints encountered during the process, such as individuals trying to benefit without complying with the legal procedures.
"There is a certain profile to be integrated into the programme, whether it's a cash transfer or a productive one", he explained.
To prevent these offences, the director said that the institution has the support from the Community and Health Development Agents (ADECOS), in identifying this type of attempt.
Representing the provincial governor, Luís Nunes, the vice governor for political, economic and social sector, Lídia Amaro, said that the event is very important taking into account the preparation of the managers for the operationalization of different programmes to support families.
She recalled that governance is essentially about communicating, predicting, planning, following an ideological timetable of diagnosis, defining strategies, drawing up action plans, budgeting and execution, without neglecting unpredictable situations that hinder the achievement of results.
"The presentation of the Integrated Social Protection Information System, with the reinforcement of the single social register that results from the Kwenda registration process, is a unique learning moment for us to improve the implementation, monitoring and inspection mechanisms", she said.
Lídia Amaro also recalled the benefits of the Integrated Plan to Combat Poverty, namely the mapping of the delivery of professional kits, which promotes self-employment, as well as the identification of priority areas for the construction of economic investment infrastructures within the scope of public and private initiative.
The Kwenda programme started in 2020, on an experimental basis, in five municipalities, namely N'Zeto, Cambundi Catembo, Cuito Cuanavale, Cacula and Ombandja.
