Luanda - The Brazilian expert in risk analysis, Marco Guimarães, defended on Tuesday, in Luanda, the responsible use of Artificial Intelligence (AI), guided by ethical principles and data security regulator.
The statement was made during the presentation of the theme “Artificial Intelligence vs Institutional Communication”, at the 3rd Methodological Meeting of Executive Institutional Communication, promoted by the Ministry of Telecommunications, Information Technologies and Mass Media (MINTTICS), within the framework of the 2024/2027 National Executive Institutional Communication Plan.
Marco Guimarães said that AI offers several opportunities for society's progress, but its use must be carefully managed, with a focus on responsible use, arguing that the benefits of this technology can be maximized, while risks are minimized.
Despite the benefits, the expert says that AI brings with it several concerns, with a strong focus on data protection and ethical decisions.
In this sense, he stated that it is necessary to be guided by principles of transparency, where organizations must be aware of what is being used and collected, inclusion, developing a mechanism that everyone can use, avoiding group discrimination, as well as regulation, with the adoption of legislation for the use of AI.
On the other hand, he advised AI users to adopt the principle of crossing available information, in order to avoid the use of non-real data.
Marco Guimarães also encourages specialists in terms of institutional communication and beyond, to use the “.AO” domain, as a way of enabling knowledge of the Angolan reference, as well as enhancing the internet with Angolan content, at the level of institutional and social media.
In turn, the Executive Director for the Multimedia Area, Geraldo Quiala, who addressed the topic “Digital Communication Strategies”, argued that the presence of the Executive's actions in Digital Media should be widespread in a formal manner, with portals and pages on social networks, as well as through internet users and digital influencers, as a way of approaching citizens through different channels.
In this context, he stated that it is necessary to avoid the invasion of official pages or institutional websites, due to inadequate management by outsiders, which can cause embarrassments such as “blackouts” and the introduction of content, without the knowledge of the responsible person.
Therefore, he called for establishing or embracing the digital flag of Angola (AO domain) on all diplomatic mission websites.
Press attachés, Mass Media's provincial directors, institutional communication offices and the press, are participating in the two-day meeting.
The 3rd Executive Institutional Communication Methodological Meeting takes place under the motto “Clarify more, communicate better”. The seminar is addressing topics linked to the 2024-2027 Executive's National Institutional Communication Plan.
