Luanda - The Economic Commission of the Cabinet Council approved Tuesday, in Luanda, the 2023-2024 business environment improvement plan, which contains the fundamental activities to be carried out, milestones to be reached, entities responsible for their execution, deadlines and levels of priority.
According to the communiqué of the meeting, the government aims to continue improving the business environment for Angolan companies and their efficiency.
It adds that the initiative also aims to reduce red tape for companies to be set up and the respective costs and the quality of regulations related to the application of clear and transparent measures.
The protection of property rights and the environment, ensuring the safety of the population, implementing and using electronic platforms and promoting the sharing of information between government entities are part of goals expected to be achieved by the outlined plan.
It sets out 11 areas of intervention, namely obtaining credit, minority investors, international trade, contract enforcement, insolvency resolution, starting a business, licensing, property registration, obtaining electricity, tax payments and similar activities.
Financial management
In terms of public finance management, the economic team approved the Annual Loan Acquisition Plan for 2023.
The plan embodies the financing strategy, within the scope of the State Budget execution process, taking into account the internal and external financing sources and considering an indebtedness level within sustainable limits.
The meeting also approved the National Treasury Financial Programming for the 2nd quarter of 2023 containing the projections of inflows and outflows of financial resources during this period.
It also contains revenue assumptions, operations with a direct and indirect cash flow impact, as well as financial operations and an approach on the risks to their execution.
Long-term strategy
The Economic Commission assessed the public consultation for the Long Term Strategy - Angola 2050, a fundamental instrument of the National Planning System.
The strategy is a development programme that represents a significant change in paradigm in relation to the Long Term Strategy - Angola 2025, its substitution is justified by the changes that have been registered in the internal and external contexts that began in 2008.
The project was subjected to an in-depth reassessment in 2014, after the abrupt drop in the price of crude oil barrel, which forced its mid-term evaluation to be carried out.
Gross Domestic Product (GDP)
The members of the economic team were briefed on the evolution GDP for the 4th quarter of 2022, that assesses the behaviour of this economic indicator during the period.
Despite the weak performance of the oil sector, including gas, its performance confirms the consolidation of the recovery of economic activity determined by the positive dynamics of the non-oil sector, a fact reflected in the increase of the levels of national production.
