Luanda - The UNITA Parliamentary Group advocated, on Tuesday, compliance with deadlines for the Executive's accountability before the National Assembly (AN).
During the reading of UNITA's political declaration, at the VII extraordinary plenary meeting, which discusses the 2022 General State Account, the president of the aforementioned group, Liberty Chiyaka, highlighted that this document must be, under the terms of the law, periodic, transparent, relevant in the lives of families and companies and useful for the future exercises of the State.
The law, according to the parliamentarian, establishes that the President of the Republic sends the State General Account to the AN by September 30th of the year following the year to which it relates, having mentioned that the House of Laws received the 2022 CGE in October 2023.
“The National Assembly assesses the General State Account until June 30th of the following year after its reception. Once the Joint Opinion Report has been received, the National Assembly Speaker schedules, within 30 days, the assessment of the General State Account”, he asserted.
For the deputy, considering the 2022 General State Account in August 2024, outside the legal deadlines, has no impact on the accountability framework in the financial management of public entities.
The current political term, for Liberty Chiyaka, will only be useful and relevant if it ensures the legality and regularity of the management of public assets and contributes to better management of public resources, promoting transparency and accountability for those who manage public resources.
He mentioned that financial control can be administrative or political, or even exercised by Parliament, jurisdictional, by the Court of Auditors and social or by the society.
The 2022 General State Budget foreseen revenues and expenses in the order of 18.745.498.200.030,00 Kwanzas (US$21.224.777.792), registering an execution level of 19.664.429.065.300,00 Kwanzas (US$22.265.246.453), corresponding to 124% compared to the approved value. -LDN/ART/CF/DOJ
