Ondjiva - The Secretary of the President of the Republic for State Reform, Pedro Fiete Raimundo, on Monday, asked for public servants in Ondjiva to comply strictly with the measures of the "Simplifica" project.
Speaking as part of the implementation of the follow-up plan in southern Cunene province, Pedro Fiete Raimundo recognised that there is still "excessive" bureaucracy in some institutions for citizens to process a document, not because of administrative rules, but because of some civil servants’ behaviour.
He said that the strategy, now in its second edition with various acts and measures, aims to facilitate access to public services and the life of the citizen, assuring that various measures are in place, which must be observed, complied with and applied in practice and effectively.
He also emphasised the obligation of public bodies to avoid bureaucratic barriers to citizens in order to collect revenue, stressing that the focus is on providing services to citizens.
"It's a big challenge to implement the measures, but we're working on the behavioural dimension of public administration agents, through training and ongoing capacity building, to enable a change in mentality," he said.
He explained that the institution is touring the country to get the message across and share the measures and acts already approved as part of the state reform, so as to enable effective compliance and make life easier for citizens when it comes to accessing public services.
In turn, the acting governor of Cunene, António Matias, said that the Simplifica Project has brought a new dynamic to the reduction of bureaucracy in the administrative procedures of the state's local bodies.
He also said it was of great importance to promote clarification activities, in order to update the knowledge of officials and administrative agents, in order to correct procedures in the course of their work.
The minister advocated greater clarification of the simplified project, its values and advantages, emphasising the relevance of the meeting, as it would allow those present to clear up doubts and provide a higher quality service to the users who come to public institutions every day.
During the session, attendants were informed about the procedures and modernisation of services contained in Simplifica 1.0 and 2.0, namely the discontinuation of the requirement for state-issued documents in inter-administrative relations, the integration of services, the municipalisation of services, validity periods, and the extension or limitations of documents.
The event was attended by members of the government, municipal and communal administrators, officials and senior workers from all the bodies that provide public services at the level of the six municipalities.FI/LHE/VIC/DAN/DOJ
