Luanda - The Public Prosecutor's Office intervened, in 2022, with 4,424 complaints of a legal, judicial and penitentiary nature, of which 1,013 (one thousand and thirteen) were answered.
The provinces with the highest number of complaints were Luanda with 3,191, Cuanza Norte (303), Namibe (174,) Cuando Cubango (124,) Cuanza Sul (122), Uíge (104), Malanje (96), Cunene (69 ) and Benguela (44). The cases concern Labor conflicts, land rights and other fundamental rights.
The Committees on State Administration and Local Power, Constitutional and Legal Affairs, Economy and Finance and Human Rights, Petitions, Complaints and Suggestions from Citizens of Parliament generously appreciated the report on Activities of the Ombudsman for 2022, for its approval in the Plenary of the National Assembly.
According to the joint opinion report, of the 4,424 cases registered, the Ombudsman intervened in 4,278, with 475 cases having been archived at the end of 2022.
Among the most targeted entities are the Provincial Government of Luanda, the National Institute of Social Protection, Ministry of Health, Banco de Poupança e Crédito, Ministry of the Interior, Ministry of Defense and Veterans of the Fatherland, Ministry of Finance and the municipal administrations of Viana and Belas.
About 3,970,000 submissions by citizens were also recorded, addressed to the Ombudsman, mostly related to procedural delays and excessive preventive detentions.
Through investigations and on its own initiative, with the aim of assessing the violation of citizens' rights, freedoms and guarantees, the Ombudsman promoted 10 investigation processes, which gave rise to the opening of processes and recommendations.
The Ombudsman granted, during this period, a total of 5,102 hearings.
The Ombudsman's international activity was marked by its presence and participation in various international events and the signing of Bilateral Cooperation Agreements.
Recommendations
From the analysis of the 2022 Ombudsman's Office report, the deputies recommended monitoring the processes taking place with the targeted public entities, within the scope of institutional cooperation between public entities, to speed up the protection of citizens' rights and freedoms.
The legislators also expressed the need for the Ombudsman to invest in the creation of its provincial services, so that its activity has national scope.
They also urged that cases submitted to the Ombudsman's consideration be resolved in a timely manner to avoid the consummation of violations of citizens' rights, freedoms and guarantees.
The Ombudsman is an independent public entity whose object is to defend the rights, freedoms and guarantees of citizens, ensuring, through informal means, justice and the legality of the activity of the Public Administration.
The National Assembly, under the terms of the Constitution and the Parliament's Rules of Procedure, assesses the Ombudsman's Report within the scope of its control and inspection function.
