Luanda - President João Lourenço created Monday by Presidential Order, the Multisectoral Commission in charge of protecting the strategic objectives of the State, by preventing the actions of vandalism of public goods and services.
According to the document, among its attributions, the creation of adequate conditions for the protection of the State's strategic objectives, whether they are movable or immovable things, intended for the use or provision of public service, stands out.
It is responsible for protecting and safeguarding public and cultural monuments legally classified or integrated into the cultural heritage, as well as sites inventoried or placed under special protection by law, with significant importance for the economy and the social, cultural, economic, technical or technological development of the country.
The Commission shall propose to the President of the Republic and the holder of the Executive Power the elaboration of legal norms appropriate to the protection of the strategic objectives of the State and draw up the preventive plan for the protection of things intended for public utility, such as sanitation infrastructures, integrated system of movable and immovable assets suitable for the collection, treatment and final disposal of wastewater, which includes collection facilities, sewerage networks, pumping stations and equipment, waste water treatment plants, sinks and water meters.
The coordinator of the Multisectoral Commission is responsible for inviting experts in the field, when necessary for the proper execution of the work, and must submit to the holder of the Executive Power periodic quarterly reports and the annual report of the activities carried out.
The creation of the commission is justified by the fact that the Angolan Executive makes large public investments, aimed at the creation of various public infrastructures in sectors such as Energy, Water, Transport, Telecommunications, Health and Education, to meet collective needs, which have been harmed by acts of vandalism, which result in the destruction of these public assets, making them unable to fulfill essential functions.
Coordination
This commission, coordinated by the Secretary of State for the Protection of Strategic Objectives, is composed of a Secretary of State from the Ministry of the Interior; a secretary of state from the Ministry of Territorial Administration; a secretary of state from the Ministry of Mineral Resources, Oil and Gas; a secretary of state for the Ministry of Public Works, Urbanism and Housing; a secretary of state from the Ministry of Energy and Water, a secretary of state from the Ministry of Transport and a secretary of state from the Ministry of Telecommunications, Information Technologies and Social Communication.
The commission also includes the chief of the Deputy General Staff of the Angolan Armed Forces (FAA); commander-general of the National Police and the deputy head of the State Information and Security Service (SINSE).
The same Commission will operate under the supervision of a Ministerial Committee, coordinated by the Minister of National Defence, Former Combatants and Veterans of the Fatherland, including the heads of the referenced ministerial departments. VIC/DOJ
