Luanda - Defence and Security experts from the Democratic Republic of Congo and Rwanda on Thursday adopted the Proposed Concept of Operations (CONOPS), presented by Angola, as a mediator, with a view to pacifying the eastern region of the DRC.
According to the final communiqué of the meeting held in Luanda, the document, adopted by consensus, enables the operationalization of the Harmonized Plan for the Neutralization of the FDLR and Disengagement of Forces/Lifting of Rwanda's Defense Measures.
It informs that this instrument should be considered at the next Ministerial Session, to be held on November 16th.
The Experts also adopted the (Tripartite) composition of the Enhanced Ad-hoc Verification Mechanism (MVA-R), led by Angola and comprising Liaison Officers from the DRC and Rwanda, whose official launch act will take place, no later than November 5, 2024, in Goma, DRC, as decided at the Ministerial meeting on October 12.
