Luanda - The opinion of the Court of Auditors (TC) on the General State Account (CGE) for the 2022 financial year, delivered on Friday to Parliament, recorded improvements in the accountability of public resources.
The presiding judge of the Court of Auditors (TC), Sebastião Gunza, delivered the CGE Opinion Report (with 21 recommendations to the Executive) to the president of the National Assembly, Carolina Cerqueira.
Speaking to the press, the TC's advisory judge, Fausto de Carvalho Simões, indicated that, compared to the previous opinion which had 74 recommendations, this one 'reveals an improvement in the ease of the Executive's accountability'.
Among the TC's recommendations for improving government action, it highlighted the coherence and articulation of budget programming and execution instruments, improvement of data reconciliation procedures from State bodies, greater detail in the presentation of information and better control of the company's accounts. Social Security.
He reported that the TC found significant improvements in the Executive's performance, both at the level of central and local bodies, and in terms of Social Security, which presented better results compared to previous years.
Recommendations accepted
According to the source, since 2020 to date, more than 70% of the TC's recommendations to the Executive have been accepted.
'We are still far from 100% but, gradually, we have seen that they are being accepted more accurately in recent times', he expressed.
He explained that the TC has been monitoring the recommendations it makes to the Executive, both through the various audits it carries out on State bodies, and in terms of accountability processes, inquiries and data obtained through the State's Integrated Financial Management System (SIGF), surplus in the Social Security Fund
The TC recorded, in the period in question, a surplus of 300 billion kwanzas in the Social Security Fund, which includes the National Institute of Social Security (INSS), the FAA Security Fund and the Social Protection Fund of the Ministry of the Interior.
According to the TC's advisory judge, this assumption 'means that we give some guarantee to be convinced that the next generations have their social protection guaranteed in terms of their retirement and benefits'.
Accountability
Fausto Simões made it known that entities that use public resources are required, by law, to submit their financial statements for the previous year to the TC by June 31st.
He clarified that whenever irregularities are identified, the TC, within the framework of the approved legislation, triggers the respective financial responsibility processes.
This is the 12th time that the Court of Auditors has issued an opinion on the General State Account (CGE) to the legislative body.
The CGE is the set of financial statements, documents of an accounting, budgetary and financial nature and management performance reports, corresponding to acts of budgetary, financial, patrimonial and operational management and the custody of public assets and values.
The document comprises the accounts of all bodies of Central and Local State Administration and Services, Public Institutes and Autonomous Funds, as well as Social Security and Sovereignty Bodies.
The Court of Auditors sends the General State Accountant along with the annual report, which must contain a summary of the jurisdictional deliberations relating to the financial year in question and proposes measures to be adopted to improve the financial management of public resources.
The 2022 OGE included revenues estimated at 18,745,498,200,030.00 and expenses set at the same amount for the same period. DC/ART/DOJ
