Luanda - The minister of the Interior, Eugénio Laborinho, reaffirmed the need for the managers of the National Police (PN) to clearly transmit the rules that determine a change of post, with a view to avoiding possible misunderstandings.
The minister clarifies that it is necessary that the staff managers explain the message that people cannot hold the same posts at a particular time and at the same time.
Eugénio Laborinho was speaking at the opening of the First Forum on Leadership and Development of People of the Angolan National Police, as part of the commemorative activities of the 47th anniversary of the corporation, to be marked on 28 February.
According to the minister, the change of post is determined by a long period of time of work, according to the assessment that is made, the financial conditions and the operational needs.
Eugénio Laborinho recalled that the management of the National Police staff has its own specificity as any other military body.
He added that this happens as a result of specific rules taking into account the nature and mission of the institution, which in practice requires rigour, impartiality, transparency and clear and concise communication.
He stressed that the police hierarchy implies the existence of agents, deputy chiefs and officers at various levels, hence the need for the criteria for career progression to be widely known by all, in order to avoid speculation.
The minister considered it essential that performance evaluations are periodic and that those evaluated are aware of their results.
“This will allow each one to know if they can benefit or not from the progression”.
Regarding the Forum on Leadership, Eugénio Laborinho highlighted the criteria of attraction and retention of the best professionals.
In his speech, he informed that the theme is “very current and important, since, in the contemporary world, the competition for the best brains is permanent, in such a way that the institutions that adopt efficient policies and strategies for attraction and retention are the ones that get the best staff”.
