Luanda - The Minister of State and Head of the Military House of the President of the Republic, Francisco Furtado, on Thursday considered “desirable and possible” the 2025 budget projected to meet the needs of the defense and security bodies.
The Minister of State made this statement in Luanda while speaking at the meeting with parliamentarians and heads of the Defence, Security and Internal Order, Foreign Affairs and Territorial Administration bodies, as part of the discussion of the proposed State Budget Law for the 2025 financial year.
According to Francisco Furtado, the budget for the Defense and Security bodies is the result of several consultations with the Ministry of Finance, noting that the needs are always higher than the revenues.
He informed that this budget will allow a better adaptation of the Angolan Armed Forces (FAA), structures and security bodies, aiming to ensure control, national surveillance, crime prevention and better coordination between the agencies and the defense and security forces.
According to the Minister of State, the budget of the Defence and Security bodies that is part of the State Budget for 2025, as in previous years, includes about 60.8 percent to support personnel expenses.
He made it known that, in addition, defense and security need investments and operating expenses.
He clarified that the acquisition of means and equipment, ammunition, recovery of technique, re-equipment with modern means in the face of the new belligerent framework, where irregular warfare is presented, the protection and control of borders to maintain social peace and territorial integrity of the country, require a huge financial effort.
It recommended a parsimonious management of the resources made available to the sector, taking into account the current macroeconomic framework and an economic recession.
Conflicts
In another area, he stressed that the current conflicts reigning in some countries surrounding Angola have been authentic strategic shocks that could significantly and lastingly change the security landscape which, in turn, require a strengthening of the deterrence capabilities of defence and national security.
In this regard, he warned that continental and regional instabilities, particularly in Africa, the war between Russia and Ukraine, the situation in the Middle East combined with the fragility of many states will continue to give rise to violent conflicts, compromising the security of populations and threatening the interests of countries anywhere in the world.
