Luanda - The 7th ordinary meeting of the Council of Ministers assessed Friday (26), the Draft Law on the Legal Framework for the General Treasury of the Courts, in a session chaired by the President of the Republic, João Lourenço.
The bill, which is being sent to the National Assembly, institutionalizes the General Treasury of the Courts and approves its regulations, according to the press release distributed at the end of the session.
The measure aims to consolidate the administrative and financial autonomy of the Courts of Common Jurisdiction and the Attorney General's Office, as well as the reform of their financial management and sustainability of resources, for an effective and efficient administration of the material and human resources at their disposal.
The Council of Ministers also considered, today, for submission to the National Assembly, the proposal to revise the Ombudsman Law, a legal instrument that aims to adapt it to the changes introduced by the Constitutional Revision Law and by national and international legislation regarding the role of the Ombudsman.
During the meeting, the amendment to the General Electricity Law, which aims, among others, to eliminate legal barriers to private initiative in the field of electricity transmission activity, as well as to stimulate private concessions for energy production in the public business sector, was approved favourably.
Still in the field of the Electricity Law, the issue related to independent energy production was considered, allowing the creation of bilateral energy purchase contracts between producers and users, especially for consumption-intensive industries, as well as providing the necessary conditions for competition and competitiveness between the different concessionaires, at the level of the transmission and production chains, contributing to market transparency and the viability of private investments.
The measure aims to rapidly expand the national electricity transmission network and interconnect it with neighbouring countries in the Southern and Central regions, as part of the integration of international electricity trade.
The Council of Ministers is the collegiate body that assists the President of the Republic, as the holder of the Executive Power, in formulating and conducting the country's general policy and public administration.
Ordinary sessions take place in the last week of each month, while extraordinary sessions are held whenever convened by the President of the Republic for that purpose. AFL/SC/TED/DOJ
