Luanda - The bodies involved in the administration of justice in Angola on Tuesday recommended the approval of harmonized directives that define the vandalization of public property as priority crimes in terms of investigation, preparatory instruction and trial.
The decision came out of the meeting of the heads of the bodies of administration of justice, especially the Superior Council of the Judiciary, the Public Prosecutor's Office, the National Police and Criminal Investigation Services, the Ombudsman's Office, the Bar Association, chaired by the presiding judge of the Supreme Court, Joel Leonardo.
They also decided to define a National Strategy for Preventing and Combating Crimes of Vandalization of Public Property, in which multisectoral responsibilities, technical and technological resources, financial resources, public awareness actions, police and judicial measures are established.
To expedite the investigation, preparatory instruction and trials of cases of vandalization of public property, as well as the creation of mechanisms for the public presentation of detainees and the publicity of trial sentences, as a preventive measure.
The participants suggested to the Executive the creation of financial resources for the acquisition of technical and technological means that allow the installation of the video surveillance system for the protection and security of public goods, using the valences of the CISP.
In order to effectively combat this evil, they believe that the government should create an autonomous regulatory body with powers and responsibilities to supervise the acts of exploration, marketing, import and export of metals, ferrous and non-ferrous material.
They also recommended the promotion of a National Campaign Program to raise awareness among the population, regarding the assumption of a culture of appreciation, preservation of public assets, as well as the denunciation of vandalization crimes, aiming at its implementation through the provincial governments.
The meeting proceeded to take stock of the activities of the Guarantee Judges and the situation of vandalization of public and various assets. FMA/ART/DOJ
