Talatona - The Minister of State and head of the Civil House of the President of the Republic, Adão de Almeida, reiterated, on Thursday, in Luanda, the commitment of the Angolan Executive to institutionalize municipal authority.
The official, who was speaking at the opening of the Belas municipal administrative building, in Kilamba Centrality, reaffirmed that the Government has assumed its responsibilities in this process, stressing that administrative decentralization and the creation of conditions for the implementation of local authorities is being done.
He pointed out the institutional and infrastructural, legislative and staff training areas as defined pillars so that the process is carried out rigorously and produces the desired results, so that municipal administrations and local authorities have experienced, capable staff with a profile acceptable.
He said the construction of similar infrastructures is underway in other municipalities in the country, as well as a set of structures to accommodate staff to be transferred to the municipalities, in order to provide better accommodation.
“When the time comes to implement local authorities, we have to have the best possible conditions so that they can start operating, carry out their tasks and produce the result that we all want in the lives of citizens', he highlighted.
Adão de Almeida explained that the issues must be well defined and that the law proposes some measures, such as contracts in the municipal administration, service providers, municipal infrastructures, selected for local authorities.
In turn, the Minister of Territorial Administration (MAT), Dionísio Manuel Da Fonseca, announced that in the first phase the infrastructure will accommodate part of the services of the Municipal Administration of Belas, on a provisional basis, in order to prevent degrades over time due to lack of use.
The building is part of the Integrated Plan for Intervention in Municipalities (PIIM), carried out by the Angolan Executive, under the coordination of the Ministry of Territorial Administration.
The municipal infrastructure consists of two buildings, one with the capacity to accommodate 75 people and the other 54, which will house the services of the future Chamber and Assembly of the Municipality.
The municipal administrative building is the second, of a total of eight planned, after the inauguration of the first in Saurimo, Lunda-Sul province.
This range includes 36 administrative residential complexes and 33 projects for the rehabilitation, expansion and equipping of municipal infrastructures, with emphasis on the one in the municipality of Chongoroi, in the province of Benguela, which will be inaugurated soon. Chalk/MAG/DOJ
