Luena - The governor of Moxico Province, Ernesto Muangala, on Monday in Luena defended the creation of a strategic platform to analyze the existing loopholes in the child protection system and propose practical and sustainable solutions.
Ernesto Muangala was speaking at the opening of the regional seminar on institutional strengthening and judicial protection of children's rights, pointing out that such an event is another protection to include contributions from actions to protect minors.
“This seminar constitutes for us a strategic way to analyze the existing loopholes in the child protection system, strengthen cooperation mechanisms, information sharing and propose practical, sustainable solutions,” he said.
The government official advised that analysis should revolve around strengthening the capacities of local institutions, community awareness, support for children in vulnerable situations, partnerships and cooperation.
He said collaboration between the government, non-governmental organizations, international partners and civil society is crucial.
To him the seminar should serve as a milestone for transformation and that the provinces of Lunda-Sul, Lunda-Norte, Moxico and Moxico Leste can lead with excellence the improvement of systems reinforced with children.
The acting public prosecutor in Moxico, Vita Paulo, said that all decisions relating to those adopted by public and private institutions, namely courts, traditional authorities, government and other bodies must have as their focal element the defence of the child's best interests.
The seminar, which takes place in partnership with the United Nations Children's Fund (UNICEF), lasting two days, addresses the national legal framework and the Angolan migratory context, safeguarding the children's rights on the move, the role and responsibilities of state agents in the reception of migrant children, level of care for children on the move, among others.
