Luena – The Governor of the province of Moxico, Ernesto Muangala, defended on Monday the need for financial reinforcement, with a view to expanding the ongoing requalification project of the city of Luena.
Speaking at the presentation of the new Administrator of the main municipality of the province of Moxico, Bernardo Tchissola, replacing Constantino Sachamuaha, the provincial governor highlighted the progress of the second phase of the requalification of the city of Luena, but defended financial reinforcement for the extension of the project.
“This is a challenge that we address to higher authorities, so that they can increase funding to cover its extension and cover the requalification of all municipal headquarters”, he said.
In the first phase of requalification of the city of Luena, the roads of the Tchifuchi, Santa Rosa, Popular neighborhoods and a road in the Sangondo neighborhood were paved, with PIIM financing of 9,269,000,000 kwanzas (US$10.513.827).
In the 2nd phase of this project, the main road from the Alto Campo neighborhood and the section from the elderly home to Sambuatama have already been paved, missing only the area of Kwenha, Passa-fome, Mandembwe and part of Social da Juventude, as planned.
Regarding the new administrator of the provincial headquarters, Muangala recommended proactivity and dynamism, to increase revenue capacity, in accordance with the powers attributed to municipal administrations by various legal instruments.
Currently, the intervention capacity of municipal administrations is still reduced, according to the governor, as they do not have sufficient financial autonomy, due to the high dependence on treasury resources.
As per this, the governor called on public managers to define priorities in carrying out tasks, being bold, as well as carrying out an assessment of the economic structure of municipalities, through the identification of potential, to increase the capacity to generate revenue in the services provided to citizens and businesses.
Disorderly construction, the illegal sale of land, the permanent maintenance of basic sanitation, mainly in the region's commercial establishments, must deserve strict attention from the new municipal administrator, according to the provincial governor.
To achieve this goal, individualism was discouraged, focusing on bringing together all voices to solve social issues objectively, generating results that positively impact the lives of citizens.
In turn, the municipal administrator, Bernardo Tchissola, said that he will continue the good existing actions, promising more commitment, to satisfy the citizens' needs.
A nurse by profession, Bernardo Tchissola becomes the 21st administrator of the municipality headquarter of the province of Moxico, being the 6th administrator to lead this region, in the last four years and the second appointed by the provincial Governor, Ernesto Muangala, in a 2-year time frame.
The municipality of Moxico, with close to 500k inhabitants, has three communes, namely Lucusse, Cangumbe, Muangai and 293 subdivisions between neighborhoods, villages and towns.
