Huambo – Members of the Parliament from the Huambo province constituency defended, on Tuesday, the need to apply participatory and transparent management close to the communities, in order to quickly resolve citizens' problems.
The parliamentarians presented this position after the courtesy meeting, behind closed doors, with the governor of the province of Huambo, Lotti Nolika, as part of compliance with article 97 of the Rules of Procedure of the National Assembly, as well as presenting new year greetings.
Speaking to the press, parliamentarian Dolina Nossacópia Miguel Tchinhama, advocated the need for speedy resolution of problems, by government authorities, linked to the construction of infrastructures for the education, health and recovery of the road network, to promote the well-being of the population.
In the field of education, she said that the existence of children studying under trees and in improvised places, resulting from contractors' failure to complete works, requires special attention from government authorities.
She said that defending the interests of the population and contributing to the promotion of social and economic programs are the concerns of the deputies, taking into account the task of monitoring the Government's actions.
Dolina Tchinhama recognized the execution of the General State Budget (OGE), where the province of Huambo stands out as one of the best that presented good results in the application of the treasury, among the 18 provinces that make up the country.
However, she said, it is up to the deputies to assess in practice what the execution of the OGE has been, as well as the impact it has had on communities, in terms of the Integrated Plan for Intervention in Municipalities (PIIM) and other Public Investment actions.
She regretted that the OGE of the province of Huambo, unfortunately, will not respond to all the specific needs of the population, due to the country's current financial situation, but hopes for the timely availability of funds, with a view to resolving various situations locally.
For his part, the deputy governor for the Political, Social and Economic sector of the province of Huambo, Angelino Elavoco, praised the visit of the deputies, with a focus on the social and economic development of communities, through participatory management.
Angelino Elavoco, who spoke on behalf of Governor Lotti Nolika, reported that the completion of PIIM's actions is one of the priorities of the local government, whose budget for the 2024 financial year amounts to 160 billion Kwanzas, compared to close to KZ 134 thousand million Kwanzas.
He mentioned that this positive variation of around 24 percent concerns expenses with people, while those linked to Public Investment and Development Support programs, there was a significant reduction, taking into account the macroeconomic and financial context that the country through.
The support office for the Huambo province constituency is made up of five deputies, three from the MPLA and two from UNITA.
In the province of Huambo, located in the Central Highlands of the country, there are two million, 756 thousand and 159 inhabitants, distributed in 11 municipalities and 37 communes. MLV/JSV/ALH/DOJ
