Luanda - The Council of Ministers approved on Friday in Luanda the piece of legislation that establishes the principles and fundamental rules to be observed in the registration of storage facilities, with a view to ensuring their effectiveness.
According to the press release distributed at the meeting chaired by the President of the Republic, João Lourenço, the measure provides for the harmonization, organization and effective functioning of the respective markets, as well as obtaining information to support the planning of public policies and enabling easy access to producers, in order to promote the development of the country.
Hunting
The session gave a favorable opinion to the Regulation on Hunting and Sustainable Management of Wildlife, a bill that regulates the Basic Law on Forests and Wildlife, with the aim of establishing the rules on the exercise of hunting, as well as regulating the management and sustainable use of ecosystems, taking into account the environmental, economic, social and cultural dimensions.
Still in the area of forests, the CM approved the Decree that creates the National Council for the Protection of Forests and Wildlife and approves its Regulations, with the Council acting as a consultative body for the Head of the Executive Branch.
The intention is to ensure the participation of social actors interested in the participatory management of forests and wildlife and to contribute to institutional coordination in the preparation of decisions, especially in forestry and wildlife planning, relating to the protection of forests and wildlife.
Public Works in the Public Works, Urban Planning and Housing sector, the body approved the Presidential Decree that establishes the rules and procedures relating to the configuration, allocation, transmission and termination of the Property Identification Number (NIP), as well as the models for the Registration Certificate and Change of Cadastral Data for Urban and Rural Properties.
Mineral Resources
In this area, two bills were approved that prohibit the export of two minerals, namely quartz and gypsum.
The objective, according to the press release, is to establish policies so that mineral resources mined in the country are preferably processed before being exported, with a view to boosting the manufacturing industry, generating employment, promoting the transfer of skills to the national industry and guaranteeing revenue for the State.
Simplification Also approved, within the scope of the Project for Simplifying Public Administration Procedures, was a bill that provides for specific measures for the licensing of butane gas marketing activities, which consist of the elimination of four of the eleven requirements currently required for obtaining a license to sell butane gas.
The Commercial Registration Certificate, the Criminal Record Certificate, the Tax Identification Number and the Statistical Registration Certificate were eliminated, as well as the extension to five years of the validity period of the license to sell butane gas.
Cooperation instruments
The General Cooperation Agreement between Angola and Malawi was approved at the same session, which aims to establish the general terms and conditions for economic, technical, scientific, cultural and political cooperation between the two countries, and the Agreement between the Angolan Government and the Russian Federation on the Establishment and Operating Conditions of Information and Cultural Centres.
The Exchange of Notes Agreement between Angola and Japan on Visa Exemption for Holders of Diplomatic Passports was also approved, as was the Cooperation Protocol between the Ministry of Justice and Human Rights and its Moroccan counterpart, to promote cooperation between the parties in accordance with the dictates of domestic law and the international commitments of the respective States.
The Memorandum of Understanding between the Ministries of Foreign Affairs (Venâncio de Moura Diplomatic Academy) and Foreign Affairs for African Cooperation and Moroccans Living Abroad (Moroccan Academy of Diplomatic Studies) was also approved by the CM.
The Memorandum of Understanding between the Venâncio de Moura Diplomatic Academy and the Foreign Service Academy of the Ministry of Foreign Affairs and the Diaspora of Kenya, as well as the Memorandum of Understanding between the Venâncio Moura Diplomatic Academy and the Kofi Annan International Peacekeeping Training Centre of Ghana, were also approved.
The Council of Ministers is the collegial body that assists the President of the Republic, as the holder of the Executive Power, in formulating and conducting the country's general policy and public administration.
