Luanda - The Cabinet Council has assessed the draft Presidential Decree that approves the Angolan Public Procurement Plan 2024-2028 (PECPA), a statement of the meeting has said.
According to the statement, the instrument contains measures that aim to improve the functioning of the National Public Procurement System, in order to observe greater transparency and rationalization of public expenditure.
It also aims to establish the use of new technologies in public procurement, promoting competitiveness and quality of goods and services, stimulating competition and acquisitions based on environmental sustainability.
According to the Finance minister, Vera Daves, the preparation of the Angolan Public Procurement Strategic Plan 2024/2028 will count on the help of national and international partners.
Among them, the minister mentioned the African Development Bank and the French Development Agency, which concluded a report with a set of recommendations that should be clearer and easier to apply than the content available in the Public Procurement Law.
The minister added that the intention is to work closely with the provincial finance delegations to implement experts on local contract services to provide closer support to public agents.
