Luanda - The head of the Electoral Observation Mission to Angola of the Community of Portuguese Language Countries (MOE-CPLP), Carlos Fonseca, considered the fifth General Elections as a remarkable achievement for the consolidation of democracy and improvement of the Rule of law.
Carlos Fonseca, former President of Cabo Verde, spoke to the press Monday at the end of the meeting with the Speaker of the National Assembly, Fernando da Piedade Dias dos Santos.
He noted that the CPLP Observer Mission will contribute consistently, and within the limits of the powers of the electoral observation missions and those imposed by the nature of the CPLP itself, so that the electoral process“ proceed smoothly and, in the end, the results translate, genuinely, the will of Angolans".
He informed that, since the arrival of the CPLP Observer Mission in Angola, it has been noticed a general atmosphere of enthusiasm, celebration, dispute and healthy democratic competition.
He confirmed that they already dialogued with the political forces competing for the elections of 24 August, attended rallies, as well as maintained a meeting with the National Electoral Commission (CNE).
"Therefore, all these elements give us data to format, until at the end, a judgment on this electoral process, of paramount importance for Angola on the path of consolidating democracy and improving the rule of law", he emphasized.
According to the head of the CPLP Observer Mission, the key is to not have, throughout the process, the use of means that are not allowed in a democratic dispute.
"The means must be peaceful, you cannot use violent means and we are confident that things will go with democratic normality in Angola", he said.
Carlos Fonseca considered the meeting with the Speaker of the Angolan parliament a symbolic gesture to express the friendship that Angola, which currently holds the rotating presidency of the CPLP, has with the other countries that share the same language and the same historical and cultural ties.
The Electoral Observation Mission of the Community of Portuguese Language Countries (MOE-CPLP) will be in the country between from 19 to 27 August to monitor the final phase of the election campaign, voting day, vote counting and the partial results.
The MOE-CPLP has 27 observers, appointed by the Member States, by the Parliamentary Assembly of the CPLP and by the Executive Secretariat of the Organization.
On the 24th of August, the teams will monitor polling stations in the provinces of Luanda, Bengo, Kwanza Norte and Kwanza Sul.
