Luanda - The plenary session of the National Assembly (AN) is meeting extraordinarily this Saturday (14) to consider the Proposal to accuse and remove from office the President of the Republic, João Lourenço, formalized by the UNITA Parliamentary Group.
The Extraordinary Plenary Meeting of the 2nd Legislative Session of the 5th Legislature of the National Assembly complies with Article 42 (c), in conjunction with Article 44 (c), both of the Rules of Procedure of the National Assembly, summoning the deputies for this purpose.
The information was given to the press on Friday by the first secretary of the National Assembly, Manuel Dembo, at the end of the meeting of the Standing Committee, which deliberated on the convening of Saturday's Extraordinary Plenary Session.
On Thursday, UNITA's Parliamentary Group submitted a Proposal for the Initiative of the Process of Removal of President João Lourenço to the Office of the President of the National Assembly, Carolina Cerqueira.
In its grounds, UNITA accuses the President of the Republic of promoting governance against democracy, against social peace, against national independence and against the unity of the nation.
Stages of the process
Under Article 284 of the Parliamentary Rules of Procedure, the initiative for the process of accusing and removing the President of the Republic falls to the National Assembly, and the Proposal for the initiative is presented by 1/3 of the deputies in office.
Once the proposal to initiate the process of accusing and removing the President of the Republic has been received, the plenary session of the National Assembly shall meet as a matter of urgency and create, by an absolute majority of the deputies in office, an Eventual Committee to draw up a report and opinion on the matter within the time limit set.
The composition of the Temporary Committee, in accordance with the National Assembly's Rules of Procedure, must take into account the rules of proportional representation.
Once the Opinion Report on the process of accusing and removing the President of the Republic has been finalized, the President of the National Assembly calls an Extraordinary Plenary Meeting within 72 hours to rule on the matter.
Once the Opinion Report has been discussed, the Plenary approves the resolution on the matter by a 2/3 majority of the MPs in full office, and the respective communication or procedural petition must be sent to the Supreme Court or Constitutional Court, as the case may be.
Under Article 129 of the Constitution, the President of the Republic can only be removed from office for offences of treason and espionage, bribery, embezzlement and permanent incapacity to continue in office.
