Luanda - Angola's permanent representative to the African Union (AU), Miguel Bembe, on Tuesday, in Addis Ababa, Ethiopia, defended the creation of an African platform for South-South cooperation to share experiences and good practices in the Council of Peace and Security of the Continental Organization.
According to a press release ANGOP had access, the diplomat explained that the platform will also serve to correct structural vulnerabilities and implement resilient strategies by Member States, within the scope of the Continental Structural Conflict Prevention Framework (CSCPF), adopted in 2015, by the African Union.
The Angolan diplomat presented this proposal during the 1251st Meeting of the Peace and Security Council (CPS) on the strengthening of the Continental Early Warning System (CEWS), which was chaired by Djibouti's permanent representative to the AU, Abdi Mahamoud Eybe.
In turn, Ambassador Miguel Bembe stated that the process of structural conflict prevention requires not only direct and operational prevention to avoid large-scale violence, but also strategic actions to address the systematic and coordinated form of structural structural causes or weaknesses.
He highlighted the need to explore the two fundamental instruments available to AU Member States, namely the Country Structural Vulnerability and Resilience Assessment (CSVRA) and the Country Structural Vulnerability Mitigation Strategy (CSVMS).
On the other hand, he emphasized the importance of the African Peer Review Mechanism (APRM), which the Republic of Angola has voluntarily joined since 2004.
He explained that this mechanism is linked to the CSCPF, based in the structural reforms through the regular evaluation by a panel of independent African experts on the matters related to peace and security, democracy, good governance and economic management of the interested countries in coordination of the Regional Economic Communities (RECs) and the Regional Mechanisms for Conflict Prevention, Management and Resolution (RMs).
Miguel Bembe, who is also Angola´s ambassador to Ethiopia, highlighted the need to improve and explore the capacities of the Continental Early Warning System (CEWS), providing it with advanced technological means and reinforce the policy of trust in its use as an objective and impartial tool to support the decision-making of the Governments of the Member States of the African Union.
He recommended the introduction of a robust system of supervision and evaluation of quarterly reports of national strategies, the promotion of inclusive national forums involving governments, civil society, academia and the private sector, to ensure the effective use of Early Warning tools and assessment processes of vulnerability.
At the same time, the official called for the provision of predictable and sustainable financial resources, with the support of African financial institutions and international partners, for the "implementation of the pillars of the Continental Structural Conflict Prevention Framework (CSCPF), namely CSVRA, CSVMS and the APRM.
