Luanda - This Tuesday the Ombuds offices of Angola and Cape Verde signed a cooperation agreement, which provides for the sharing of knowledge, training, facilitation and support in dealing with complaints from emigrant citizens residing in the two states.
The agreement, signed via Zoom, by the ombudspersons of Angola and Cape Verde, namely Florbela Rocha Araújo and José Carlos Delgado, also foresees the promotion of joint scientific publications and the exchange of experiences for a better defence of the rights, freedoms and guarantees of the citizens.
According to the Angolan Ombudswoman, Florbela Araújo, with the signing of this agreement, the two institutions are stronger and motivated by the desire to develop actions to respond to the concerns of citizens based on the principles of celerity, informality and defence of human dignity.
On the occasion, Florbela Araújo considered it essential to strengthen the conditions for sharing knowledge, good practices and exchanging experiences, as well as facilitating the access of resident immigrant citizens to the services of the Ombudsman, both in Angola and in Cape Verde.
She said it is necessary to develop an active and concerted international strategy between the two institutions, depending on the needs felt at each specific moment, ranging from support in the handling of complaints from nationals of the other State, to the exchange of information, reciprocal work visits, among others.
She also highlighted the need to intensify international relations, with the aim of expanding and improving the dialogue between the two institutions.
Florbela Araújo understands that only with the expansion and improvement of the dialogue "Shall we fulfill the job that our community assigned to us, which is that of being the link between citizens and power, so that, through informal means, injustices can be prevented and redressed".
She also said that with the signing of this agreement, Angola intends to acquire from Cape Verde its experience in the relationship between the Ombudsman and local governments, whose implementation of this model of territorial administration is expected in Angola in the near future.
On the other hand, the Ombudsman of Cape Verde, José Carlos Delgado, said that the signing of the agreement is justified, not only by the existence of historical ties and friendship between the two countries, but by the need to strengthen institutional relations, "so that we can have a mechanism for joining efforts within the framework of our attributions".
The Ombudsman is an independent public entity whose object is to defend the rights, freedoms and guarantees of citizens, ensuring, through informal means, the justice and legality of the activity of the Public Administration.
