Luanda - The National Assembly´s specialized committees (AN) assessed on Tuesday the Annual Activity Report of the Attorney General's Office (PGR) for the year 2022.
Under the terms of Article 163(2) of the Constitution of the Republic (CRA), it is the National Assembly's responsibility to receive the Annual Activity Report of the Attorney General's Office for information.
The chairman of the National Assembly's Legal and Constitutional Affairs Committee, António Paulo, said the Constitution imposes limits on Parliament's assessment of the annual activity reports of the judicial bodies.
The MP pointed out that in the context of the 2021 constitutional review, the activity reports of the higher courts will not be brought to the attention of the National Assembly.
Findings
Analyzing the functioning of the PGR in the 2022 financial year, it was found that, despite the constraints caused by insufficiency, which meant that all or part of the body's needs were not met, the work carried out by the body was positive.
According to the rapporteur, Yolanda de Sousa, the human capital of the Office of the Prosecutor General in terms of magistrates, legal experts, civil servants and administrative staff, is insufficient to meet the demands of the workload, given the high number of cases registered during the year, in addition to those carried over to 2023.
It was noted that the lack of autonomous premises to house the PGR's headquarters has hampered services, as well as permanent guidance and monitoring, since the territorial dispersion of central bodies makes it difficult to coordinate all activity.
The report emphasizes that the lack of means and equipment to assist in investigations and procedural investigations has been reflected in the length of proceedings and the quality of procedural acts.
It adds that the sluggishness of the laws of the Attorney General's Office and the Superior Council of the Public Prosecutor's Office has slowed down the modernization and functional improvement of the institution, along with the lack of means of transport to distribute to all the magistrates in the sector.
PGR is a body that represents the state in the exercise of criminal prosecution, in the defense of the rights of natural or legal persons, defense of legality in the exercise of the judicial function and in the supervision of legality in the preparatory phase of cases and with regard to the enforcement of sentences.
