LUANDA-The National Assembly (AN) on Thursday approved, in general, the Draft Law on the Statute of Non-Governmental Organizations (NGO).
The bill was approved with 105 votes in favor, 69 against and two abstentions, during the 7th Extraordinary Plenary Meeting of the 1st Legislative Session of the 5th Legislature of the National Assembly.
The proposed law, presented by the Minister of Justice and Human Rights, Marcy Lopes, points out that the monitoring of activity of the NGO after the registration will be ensured by an entity of the State Administration.
This state administration entity will supervise the activities of NGOs and ensure that Non-Governmental Organizations are not used by terrorist organizations.
The draft law defines that NGO actions may focus, among others, in humanitarian and social assistance, health, education, nutrition and food and environmental safety, protection and promotion of ethics, peace, citizenship, human rights, democracy and other universal values.
In the same discussion, the parliamentary group of Unita called for the withdrawal of the bill, stating that it is not in accordance with constitutional principles, but the request was rejected
By the way, the leader of the MPLA parliamentary group, Virgílio de Fontes Pereira, said that non-governmental organizations are of great use to the development of populations and communities, as well as for deepening democracy and the strengthening of citizenship.
Given its usefulness, he maintained, the unavoidable need for these associations to guide his internal organization and his activities with noted transparency and the landfills of the law cannot be neglected.
"MPLA deputies will be committed to the discussion in the specialty of scrutinizing and purging any non -conformities in order to make the NGO Statute more robust," he said.
