Luanda – Angola’s National Assembly (AN) approved Thursday, with 21 votes in favour none against and without abstention, the loss of mandate of journalist Carlos Alberto as advisor to the Regulatory Entity for Communication in Angola (ERCA).
This follows the opinion report of the commissions of the State and Local Government and Constitutional and Legal Affairs of the Parliament.
The document states that Carlos Alberto was suspended due to 21 unjustified absences, since he was sworn in on 14 September 2017, in the light of general terms and the ERCA regulations.
Three years after taking office, the advisor did not deliver the documents to complete his personal file, aimed to prove and certify his academic degree, technical and professional capacity.
Likewise, according to the document, Carlos Alberto has not participated in regulatory activities, such as colloquia, lectures addressed to the public, in general, and to the media, in particular.
He has publicized, on social networks, facts that he becomes aware of as a member of ERCA's board of directors and even delivers the work agenda to the people strangers to the institution, as happened to Mr. Helder Chiuto.
However, to defend himself, he was notified and did it through his lawyers.
He was unable to justify his absences, nor did he show enough unequivocal evidence to certify the delivery of documents to ERCA to fill in his missing documents in his personal file.
The advisor, who challenged the decision on the social network facebook, on November 1, 2020, considered the disciplinary process against him illegal.
In view of the above, the commissions of the Parliament recommended the Plenary of the National Assembly to review the resolution on the loss of mandate of director Carlos Raimundo Alberto of ERCA.
The diploma will be submitted to the plenary of the Angolan Parliament on 19th November.
