Ondjiva - The book “The medical secret and its limitations”, written by university Professor Joaquim Capaxe, went on sale on Saturday in the city of Ondjiva, southern Cunene Province.
With 320 pages, this literary work is divided into 4 chapters and is worth Akz 10.000,00 (roughly US$ 10,9).
Speaking to ANGOP, the writer said that the work follows the research carried out for his master's thesis, whose theme "medical secrecy and its limitations", consists of a "look at legal protection".
He mentioned that the work analyzes the challenges and importance of medical secrecy, medical civil liability associated with the violation of professional secrecy and the legal implications in the practice of medicine.
“We identified interesting content in our research since many doctors, mainly younger ones, do not have legal knowledge of the diplomas that regulate the exercise of their activity”, he stated.
The writter, who is also a lawyer, explained that the basic law of the national health system, from 1992, is no longer in line with the current Constitution and is unknown to many who have embraced the profession in recent years.
He stated that the lack of knowledge on this matter effectively constituted a violation of the patient's fundamental right, because injured people do not report their facts to the entities and simply accept the error.
Joaquim Capaxe made it known that these types of crimes involving negligence and medical mistakes have to be proven by another specialist and the great difficulty lies there, as technically the process does not proceed, because it is difficult to do so.
For his part, the deputy-chair for the scientific area of the Rei Luhuna Private Higher Institute, in Cunene, Altino Dumbo, said that the book presents an important milestone for the academic community in the training of health and legal professionals.
Altino Dumbo highlighted that it covers a vast knowledge from the health and legal areas, which will facilitate students in scientific research.
The "Medical secret and its limitations" is the first work by the Professor of Introduction to the study of Law and Labor Law, at the Mandume ya Ndemufayo University”.
Born in Luanda, Joaquim Capaxe has a degree in Law from the Agostinho Neto University, having attended the postgraduate course in professional Law.
