Luanda - One of the eight printers contracted by the Ministry of Education (MED) to produce school manuals could be held criminally liable for non-compliance with the contract.
This is the Mwangolê printing company, contracted to produce two million of manuals for 2nd grade on subjects of Environmental Studies and Portuguese Language.
The company in question received 80 percent of the value agreed in the contract, but so far has not delivered any manual to the MED, said recently the Secretary of State for Pre-School Education and Primary Education Pacheco Francisco.
Pacheco Francisco explained that the case had already been handed over to the Attorney General's Office, underlining that, in addition to Mwangolê, two other printers had not yet delivered all of the required manuals.
On the other hand, he said the Imprensa Nacional and Emprimarte fulfilled 58 and 60 percent, respectively, of their contractual obligations, while Gest Gráfica, Admac, Damer, Unimatter and Sopol have already delivered all the manuals.
MED contracted a total of eight printers to produce 42. 47 million manuals, of which 34. 151 million have already been distributed to primary schools.
As for the sale of manuals in informal markets, Pacheco Francisco put blamed the blame on people who, according to him, lack of honesty, but he said the case is being investigated by the National Police.
The production of the new manuals was directed by President of the Republic, João Lourenço, with a view to correcting mistakes contained in the previous ones.
The Ministry of Education controls, throughout the country, about five million students in pre-school and primary education.
