Luanda - Ministry of Finance (MINFIN) in partnership with UNICEF is introducing a Programme-Based Budgeting (PBB) system in the country, with a view to achieving satisfactory quality goals in the education, health and other social areas, the public finance expert, Shar Kurtishi, said on Friday.
The expert was speaking at the end of the training course designed for technicians of planning and budget from various Ministries, which took place from 17 to 20 April, adding that this new form of budget planning is intended to improve school inclusion in the country and the quality of education and health throughout the national territory.
To him, one of the main objectives of the training was to prepare staff for this new methodology for budget preparation, “which will help to analyse how public funds are used, to improve education, the health status of the individual, family and communities through curative and accessible services”.
“With this training, MINFIN will come to the conclusion of how best to adapt the funds for the pilot projects that are part of the General State Budget (OGE) to a good allocation of resources”, said the public finance specialist.
He said that the more efficient work will increase access to quality medical services, for example the management of malaria cases, the availability and quality of medicines, materials needed by doctors, among other goods and services.
The four-day course will enable the 40 technicians to learned how to act on questions about Programme Based Budgeting (PBB) and Good Practices, programming, performance in Ministries, how to fund projects, among other aspects, indicators to be used in the current context of the Angolan economy.
The nationwide training was attended by technicians from the central bodies from various government departments.
