Luanda - The Secretary of State for Budget and Public Investment Juciene Cristiano de Sousa today stressed the "Citizen's Budget" role in improving the financial literacy of all Angolans, for better management.
The Citizen's Budget is a simplified document, translated into a magazine, which explains the General State Budget (OGE) in a way that is accessible to all.
The official was speaking at the launch of the Citizen's Budget 2023, stating that the document will facilitate a clearer and broader understanding of how the State obtains and applies its resources, as well as citizen awareness.
"Well-informed and aware citizens are also more demanding, armed with rigorous knowledge and credible information, demanding more and better from those who govern them, helping to improve governance," she emphasised.
According to the Secretary of State, the document prepared in a partnership between the Ministry of Finance and the United Nations Children's Fund (UNICEF) allows the best international practices for the disclosure of State Budgets to be transposed to the Angolan reality.
In turn, the representative of the United Nations Children's Fund in Angola, Ivan Yerovi, argued that the simplified document brings transparency in budgetary matters.
The UNICEF official said greater awareness on how public funds are allocated and utilised can support future decision-making, such as improving public monitoring and oversight, as well as achieving better services and outcomes for children.
The official recalled that as for the case of the State Budget for 2023, the education was one of the field that received the greates share of budget, standing at 32.6 per cent, unlike previous years.
Health followed with 27.7 per cent, the largest increase in history with a 48 per cent change, which in nominal terms represents an increase of 436.1 billion.
Housing and community services, as well as social protection, with 22.9 and 14.2 per cent respectively.
The Citizens Budget is an annual publication devised after the approval by the National Assembly and the promulgation by the President of the Republic of the State Budget Law. ML/PPA/DAN/NIC
