Luanda – Angolan minister of Finance Vera Daves Tuesday described “laid-back attitude, the lack of rigour and discipline” as factors incompatible with best practices in budget execution, which requires greater rigour in the management of the General State Budget (OGE).
According to the official, who was speaking at the opening session of the annual seminar on "Budget Execution Rules", the managers need to scrupulously comply with the budget execution rules to achieve efficiency.
In this regard, Vera Daves demands greater responsibility from the managers of the budget units and the bodies that are dependent on the execution of their budgets by the Integrated System of State Financial Management (SIGFE), in a context of increasing de-concentration of the OGE.
The budget execution rules, explained the minister, are improved every year, bringing news, compared to the previous year, based on the Presidential Decree, which approves the General State Budget (OGE), in conjunction with other applicable legislation.
Meanwhile, the incumbent minister said that the bodies and technicians of MINFIN (its ministerial department) are available to collaborate with managers of budget units, of Government departments, so that, as a team, the excellence of budget execution.
The seminar on Budget Execution Rules, which ended Tuesday, addressed topics such as the "Execution Rules of the OGE -2022", "Asset Execution in the State's Integrated Financial Management System" and "Public Contract Execution".
Representatives of Central Administration bodies, provincial finance delegations, as well as wealth managers of administrations and public companies attended the event.
