Ministry of Economy wants an effective model of public-private partnerships

Luanda – Angola’s Ministry of Economy and Planning (MEP) wants to make the model of public-private partnerships (PPP) more effective, identifying projects aimed at improving the people’s living standards, said Thursday in Luanda, the Secretary of State for Planning, Milton Reis.

Speaking during the usual briefing of the MEP, he underlined that for this purpose, a training action is carried out for a hundred technicians representing the entities involved in the process of preparation, negotiation, approval and monitoring of PPP of coordinating ministerial departments.

In this regard, the official highlighted the Ministry of Economy and Planning and the Ministry of Finance), the various sector’s ministerial departments, as well as the Court of Auditors and other interested entities.

The Secretary of State pointed out that the training on public-private partnerships is taking place under the theme "Unlocking and implementing PPPs in Angola - Projects focused on the Sustainable Development Goals (SDGs)."

He mentioned that topics related to improving the efficiency of services and physical structures are covered in training, with the implementation of projects in the form of public-private partnerships, with the importance of the environment business for the promotion of projects in the form of public-private partnerships.

On the last aspect, he listed projects aimed at the energy, water, housing, education and health sectors, some for the sustainable city, as well as the responsibilities of public and private partners. in the implementation of public-private partnership projects.

Approaches on the recognition of public-private partnership as an instrument of legal regulation of collaborative relations between the public and private sectors and the experiences of other countries in financing for the implementation of projects in the PPP modality are also included.

Milton Reis also reiterated that at the technical level, the implementation report of the National Development Plan 2018-2022, which describes the execution and performance of the 70 action programs of the PDN until 2021, has been completed.

On the other hand, he said that the process of developing the macroeconomic programming (PME) of the Executive for 2022 is being concluded.

The objective is to ensure the coherence and convergence of the financial programming and the programming monetary policy of the Treasury, based on projections of the domestic product (GDP).

The PME is an instrument for managing the Government's macroeconomic policy, which aims to assess in a timely manner the performance of the main macroeconomic variables, which are GDP projections, macro-fiscal programming, the behavior of the external sector and the monetary accounts, with a view to guaranteeing the objectives of the State General Budget for 2022.
