Luanda – The Vehicle Title launched on Friday in Luanda is available in seven of the country's 18 provinces at this early stage, where the physical document will be printed, announced the deputy director of Institutional Communication and Press of the National Police, Deputy Commissioner Mateus Rodrigues.
According to the official, in this first phase the provinces of Luanda, Bengo, Benguela, Huíla, Namibe, Cunene and Cabinda are the ones that can print this unified document of motor vehicles.
Deputy Commissioner Mateus Rodrigues, who was speaking at the official launch of the Vehicle Title, explained that in the second phase, the provinces of Lunda Norte, Lunda Sul, Moxico, Huambo, Malanje Kwanza Norte, Kwanza Sul and Uige will issue the document.
He added that the third and final phase includes the provinces of Zaíre, Bié and Cuando Cubango.
Despite this gradual process, the deputy director of Institutional Communication and Press of the National Police, assured that the technical and technological conditions are being created in the 18 provinces at the moment.
"This single document simplifies 12 requirements that citizens had to fulfil and reduces the four institutions involved in the process to one, in this case the Directorate of Traffic and Road Safety (DTSR), as part of interoperability," he said.
The deputy commissioner recalled that the process used to start with the General Tax Administration (AGT), the Angolan Cargo and Logistics Certification Regulatory Agency (ARCCLA), the Automobile Registry Office and finally the DTSR, and required the citizen to be present eight times at these public facilities.
He explains that from now on citizens can obtain their Vehicle Licence on the spot, only at the traffic directorate's service counters.
If it is technically impossible to print the Vehicle Licence, the services issue a provisional document with an expiry date.
The Vehicle Licence
This document is the result of the unification of the Booklet and the Vehicle Registration Document, created as part of the SIMPLIFICA (simplify) project to reduce bureaucracy, modernise and increase the efficiency of public services and make life easier for citizens.
The new document allows a single inspection to be carried out simultaneously by the National Police and the General Tax Administration.
The government's expectation is that it will have an economic impact, since it will speed up the registration of ownership, which in turn will be useful for presenting guarantees to commercial banks and other services.
Similarly, as well as making it easier to register ownership, the positive effects of the initiative also include the security component of vehicle identification.
Cost of the Vehicle Title according to category
For inspection, registration and initial registration of light vehicles, motorists pay 54,324 Kwanzas. Heavy goods vehicles and tractors cost 57,872 Kwanzas.
The cost of obtaining inspection, registration and initial registration for motorbikes is 43,751 Kwanzas.
The service for replacing the Vehicle Licence due to poor condition or loss is set at 26,729 Kwanzas and for a duplicate or renewal of the document costs 27,928 Kwanzas.
Motorists wishing to change the characteristics of the engine, colour, tyres, capacity and transformation of their vehicles must pay 26,729 Kwanzas.
It is the responsibility of the Traffic and Road Safety Directorate (DSTR) to issue the Vehicle Title, in an integrated process involving the Vehicle Registration Office and the AGT.
The Vehicle Title does not take away the validity of the current Car Licence and Car Title.
This means that both documents are still valid for identifying the vehicle and establishing its ownership.
As a result, the citizen does not need to go to the issuing office to process the new document, which will cohabit with the old one for the time being.
The Vehicle Title will only be issued for new processes requested from 29 September this year, including requests for duplicates submitted in the days following the launch of the new document. OPF/AC/DAN/DOJ
